أعلنت وزارة التخطيط والتعاون الإنمائي، الأحد،عن رفض محافظتي كركوك ونينوى إجراء التعداد السكاني، فيما تم حسمها في محافظة ديالى، عازية عدم إجراء التعداد بموعده المقرر وتأجيله لمرات عدة إلى اسباب سياسية بحتة.

وقال رئيس الجهاز المركزي للإحصاء وتكنولوجيا المعلومات مهدي العلاق في حديث لـ"السومرية نيوز"، إن "عدم إجراء التعداد السكاني بموعده المقرر وتأجيله بين فترة وأخرى يعود لأسباب سياسية"، مشيرا إلى أن "محافظتي كركوك ونينوى ترفضان إجراء التعداد السكاني، وأن محافظة ديالى وافقت على إجراء التعداد".

وكان محافظ نينوى أثيل النجيفي أكد في حديث لـ"السومرية نيوز"، في 12 من الشهر الجاري أن هناك الكثير من المعوقات التي تواجهها محافظة نينوى بشأن إجراء عملية التعداد السكاني، داعياً إلى وضع خطة أمنية بسيطرة القوات العراقية على مناطق المحافظة جميعها دون تدخل أي قوات أخرى، وأن تكون جميع القرارات من صلاحيات الحكومة المحلية حصرا، فضلا عن تدقيق سجلات العد والترقيم التي جرت في المناطق المتنازع عليها، وحل مشكلة بند القومية في استمارة التعداد.

وأضاف العلاق أن "عراقيل إجراء التعداد في محافظة نينوى تتركز حول كيفية أدارة بعض المناطق المتنازع عليها في المحافظة مع إقليم كردستان، إضافة إلى ترميز حقل القومية، فيما تتركز العراقيل في محافظة كركوك حول كيفية التعامل مع استمارة التعداد والمعطيات الديموغرافية الموجودة فيها".

ولفت العلاق إلى أن "وزارة التخطيط على استعداد تام لإجراء التعداد بموعده المقرر، بعد أن انتهت من جميع الإجراءات الفنية واللوجستية والإدارية الخاصة به، فضلا عن الانتهاء من عملية الترقيم والحصر للمساكن لعموم العراق".

وكانت وزارة التخطيط قدمت في الثالث والعشرين من تشرين الثاني مبادرة من عدة نقاط إلى مجلس الوزراء، لغرض مناقشتها، بهدف إجراء التعداد السكاني في الخامس من كانون الأول، إلا أنه أجل إلى إشعار أخر بعد تشكيل ثلاث لجان في كل من محافظات نينوى وديالى وكركوك.

وأثار توجه وزارة التخطيط بإلغاء حقل القومية من استمارة الإحصاء السكاني ردود فعل كردية غاضبة، اعتبرت أن هذا التوجه من قبل الوزارة غير قانوني، ويصب في صالح زرع الفتنة والطائفية في المحافظات التي تتميز بوجود تعدد اثني فيها، متهمين الجهات التي تقف وراء هذا القرار بمحاولة تسويف المادة 140 من الدستور العراقي.

ويبدو أن عملية إجراء التعداد العام لسكان العراق يواجه الكثير من الصعوبات، ولاسيما أنه قد تم تأجيله لعدة مرات بعد أن كان من المقرر في العام 2007، وتم تأجيله بسبب سوء الأوضاع الأمنية إلى تشرين الأول من العام الماضي 2009 ليتم تأجيله مرة أخرى بسبب المخاوف من تسييسه، حيث عارضت عدة جماعات إجراءه في المناطق المتنازع عليها مثل مدينة كركوك التي يسكنها العرب والأكراد والتركمان، والتي تضم حقولا نفطية كبيرة، فضلا عن مناطق متنازع عليها بين العرب والأكراد في مدينة الموصل، والتي تضم سكانا بديانات ومذاهب متنوعة كالمسلمين والأيزيديين والشبك والمسيحيين، تحسبا من أن هذا التعداد قد يكشف عن تركيبة سكانية من شأنها أن تقضي على طموحاتها السياسية.

يذكر أن آخر إحصاء جرى في العراق خلال العام 1997، أظهر أن عدد السكان يبلغ نحو 19 مليون نسمة في كافة المناطق باستثناء محافظات إقليم كردستان العراق، حيث قدر مسؤولون في حينه أعدادهم بثلاثة ملايين شخص.
